About West London FQP

The West London FQP (WLFQP) is a partnership of the six West London Boroughs; Transport for London (TfL); Metropolitan Police; freight organisations; business groups and local businesses based in & around West London. The partnership is managed by MVA Consultancy and London Borough of Ealing is the lead borough.

We offer members opportunities to help identify better and more sustainable ways to manage freight as well as reducing environmental impacts. We focus on implementing changes to benefit business.

We have two key objectives: to understand distribution issues and associated problems within our regional remit – such as Heathrow. Second, we promote sustainable solutions, which balance access to goods and services within a local economic, environmental, safety and social perspective. To achieve these objectives, an over-arching action plan was agreed by the Steering Group in 2003. It is updated annually to meet the growing challenges facing West London.


Key projects and supporting actions include:
  • improved signage for drivers
  • providing overnight parking
  • priority allocation of road space
  • improving engagement with the industry by meeting industry representatives, town centre and industrial estate businesses and business groups in West London
  • identifying opportunities where the WLFQP could work together with partners to develop sustainable solutions to improve loading, unloading and general freight operation
  • rolling-out freight seminars to increase awareness of the needs of the industry and the importance of having adequate provision for loading and unloading
  • taking forward the plans for consolidation centres serving the retail and construction materials supply industry
  • implementing legal loading plan proposals in major town centres
  • undertaking freight audits on industrial estates to identify opportunities to improve routing and freight operations
The thrust of these activities are to:

  • promote best practice through the FQP websites 
  • maintain communication with FQP members and the wider freight community
  • work with borough officers to improve how freight is managed locally

Membership of the WLFQP will enable you to increase your knowledge on freight issues, best practice and on how they affect you and your business through various forums.

It enables you to work in partnership with your local authority to plan and to implement freight improvement measures to benefit your business and the local community.

This can improve the efficiency of deliveries and where access, information and delivery conditions are improved, enable you and/or your delivery contractor to reduce fuel and other operating costs.
